La primera pieza de la reforma fue una Instrucción de 1760. Se creó una contaduría para todo el Reino que controlaba las juntas de propios y arbitrios municipales. Estas juntas eran responsables de la administración, recaudación y distribución del valor de los propios y arbitrios municipales. La actuación de la junta estaba sometida a un reglamento que se elaboró para cada municipio.
