description During the reign of Carlos III, a new reform of the Kingdom's municipal finances was undertaken, thus resuming a concern of previous reigns. The first part of the reform was an Instruction of 1760. An accountant's office was created for the whole Kingdom, which controlled the boards of municipal treasuries. These boards were responsible for the administration, collection and distribution of the value of the municipal taxes. The board's actions were subject to regulations that were drawn up for each municipality. There were almost fourteen thousand regulations in total, and here we publish the one for Madrid: an essential source for understanding the municipalities and their finances during this period.
