Shrnutí:This political science analysis of the negotiation of the GDPR shows how a coalition of data protection advocates was able to enshrine an unprecedentedly high level of data protection in law thanks to the interaction of numerous factors and despite resistance from industry and some EU member states. The study is based on an in-depth analysis of historical data protection policy, which first examines the genesis of all data protection policy regulations at EU level (EC Data Protection Directive, ePrivacy Directive, etc.) and the path to data protection reform. This is followed by an analysis of the drafting process of the GDPR, from the first preparatory consultations in 2009 to its adoption in the trilogue at the end of 2015.
