description This chapter focuses on the institutionalisation of evaluation. Over the past decades, the practice of evaluation has spread around the world. We can observe very different trajectories of evaluation systems across countries. This chapter presents the evolution of research on institutionalisation, namely the transition from national case studies to international comparisons. Results from various international research projects aimed at comparing and ranking the institutionalisation of evaluation from a comparative perspective demonstrate that some countries lead the process. By synthesising the literature produced over the last 30 years, this chapter identifies the main factors that contribute to the construction of an evaluation system. These are: 1) contextual factors focused on performance and accountability, 2) the motivation and interest of political actors, decision-makers, and other policy entrepreneurs, and 3) the ability to build effective evaluation capacity throughout the administrative system. A presentation of the effects of institutionalisation on the utilisation of evaluation and good governance concludes this chapter.
