Fra det første senteret ble etablert i 1978, tok det få år før det var sentre over hele landet. Bak opprettelsen sto kvinneaktivister og lokale ildsjeler som ville synliggjøre vold mot kvinner som et kjønnet maktovergrep og et samfunnsproblem. I denne boken ser Solgunn Eidheim på fremveksten og organiseringen av krisesentrene, og hvordan de endret seg i løpet av det første tiåret. Sentrale spørsmål er hva som påvirket etableringen av krisesentrene, hvilken ideologisk plattform de utformet og hvordan de utviklet seg i møte med myndighetene.
