Österreich engagierte sich im Rahmen der KSZE-Verhandlungen – erfolgreich – vor allem in Menschenrechtsfragen und humanitären Angelegenheiten. Moskau wollte mit der KSZE vor allem die Teilung Europas festschreiben, um die Hegemonie über Ostmitteleuropa zu bewahren.
