Il ruolo della biblioteca pubblica come presidio culturale impone l'assunzione di bibliotecari specificamente formati per questa particolare tipologia di istituzione; si rivela quindi necessario predisporre corsi in ambito universitario, unitamente a un'attività di formazione condotta sul campo attraverso specifiche attività di tirocinio in collaborazione con gli enti locali, così come sperimentato con successo nell'ambito del Corso di perfezionamento dell'Università di Parma.
