Shrnutí:Since the mid-2000s, “salary federalism” has led to considerable differences in the salaries of civil servants between the federal states and the federal government. In addition, the adjustment of salaries in line with general income trends has often been called into question. Since 2015, the Federal Constitutional Court has defined clear benchmarks for salaries commensurate with office, including a minimum gap of 15% to the basic income level. North Rhine-Westphalia has now changed the salary calculation: In addition to the civil servant's salary, a notional partner's income is taken into account, supplemented by a supplement if necessary. Prof. Dr. Dr. Udo Di Fabio comprehensively examines the constitutionality of these regulations.
