Mens noen argumenterer for at samfunnet oppnår høyere velferd dersom vi kombinerer offentlig og privat tjenesteproduksjon, argumenterer andre for at private aktører i velferdsproduksjon leder til profittjag på bekostning av kvalitet og arbeidsvilkår.
