| Yhteenveto: | This is a scientific book about the emergence of whistleblowing in Norway in the period 1968–2007. The book describes the history of the concept of whistleblowing, using aspects of Michel Foucault’s approaches to discourse analysis. The authors demonstrate how the term whistleblowing is applied to a specialized and – in the early stages – public criticism of serious problems in a number of influential fields in Norwegian working life. Whistleblowing as specialized criticism in the workplace is thus gradually separated from other forms of criticism, such as investigative journalism, research, political activism, police work and court rulings. This book sheds light on how the concept of whistleblowing initially gains ground and becomes specialized, primarily within scientific fields such as social sciences, research ethics and law, but also within medical discourse. After the turn of the century, the concept is further established in mass media, political bureaucracy, government policies and legislation. As such, whistleblowing represents a unique, comprehensive and innovative contribution to the critical public in Norway, aiming to solve serious issues in both private and public enterprises. The work demonstrates that a key driver for the emergence of whistleblowing is the idea that whistleblowing contributes to elevating the performance of the public and promoting rational management of the economy in a complex knowledge society. The book also forms the basis for understanding the further development of whistleblowing in Norway, up until today’s situation, where it is articulated more as an internal criticism within organizations rather than public disclosure of criticism. |
