Summary:Since the handover, there has been ongoing debate over whether Hong Kong’s political system is characterized by executive-led governance or separation of powers. The SAR government has often struggled to secure sufficient support in the Legislative Council when introducing bills and major policies, resulting in delays or shelving of initiatives. Governance has become increasingly difficult, and the divide between the executive and legislative branches has grown more severe. If this situation continues or worsens, it will seriously hinder Hong Kong’s development. The authors compare the interaction between executive and legislative powers under different political systems and review developments during the colonial era, the design of the Basic Law, and changes in governance after the handover, in order to analyze the causes of the current predicament. The book also examines the functions of the Legislative Council and the dynamics of party politics, revealing the tug-of-war between the two branches. This book aims to encourage readers to reflect on institutional design and political structures, to explore ways of improving executive–legislative relations, and to enhance the effectiveness of governance in Hong Kong.
