description Addressing sexual harassment (on public transport) has been either left unaddressed or addressed in a fragmented manner. In order to give a cohesive structure to this cross-disciplinary topic, this chapter presents a newly developed tool called the Sexual Harassment Engagement–Changing Attitudes meeting Needs (SHE–CAN) Tool. This Tool presents a detailed overview of 48 interventions that decision-makers and different stakeholders can implement to address incidences of harassment on public transportation. These interventions are based on a literature review combined with data collected from three African cities, and the feedback received from a variety of African stakeholders working in the urban and transport sector. This feedback was further analysed and incorporated to refine the Tool, which was officially launched in October 2022 in Lagos, Nigeria. In order to develop a robust theoretical ground to address sexual harassment, the chapter explores how the Tool can be employed to develop mid-range theories to explore the relationships between strategic programmes targeting sexual harassment. It is hoped that a new and forward-looking approach, both at the policy and research fronts, is charted through the SHE–CAN Tool.
