Die Abweichung von den Normalitätserwartungen geht mit unterschiedlich gelagerten Hürden einher. Am Beispiel der Lebenssituation junger geflüchteter Menschen im Übergang Schule-Ausbildung-Arbeit lassen sich zunächst wohlfahrtsstaatliche Hürden bestehend aus vier Elementen identifizieren, die durch die Heterogenität der Lebenslagen die Breite bildungs-, sozial- und arbeitsmarktpolitischer Unterstützungssysteme ansprechen. Dies ist der Ausgangspunkt der Arbeit von intermediären Akteur:innen. Sie loten Möglichkeiten aus, eine Passung zwischen individueller Biographie der Klient:innen und strukturellen Rahmenbedingungen herzustellen, um Teilhabe zu ermöglichen. Die Auswertung von Interviews mit Akteur:innen der Migrationssozialarbeit gibt Aufschluss über deren Wirkmächtigkeit, die sich aus ihrer Systemkenntnis und vertrauensvollen Vernetzung ergibt. |
