Die wesentlichen formellen und informellen Verfahren und die Machtpositionen der handelnden Akteure werden zusammenfassend und kompakt dargestellt, mit Hilfe der europäischen Budgetfunktionen bewertet und die wesentlichen Ursachen für die festgestellten Defizite herausgearbeitet. Es werden Reformvorschläge zur Behebung der Defizite untersucht und ein eigener mittelfristiger Reformpfad aufgezeigt, der auch die politische Realisierbarkeit im Blick hat. |
