Vielmehr ist der institutionelle Rahmen zu berücksichtigen: das System öffentlicher Einnahmen, bestehende Restriktionen durch Finanzverfassungsrecht und das Recht der EG, gesellschaftlich akeptierte Verteilungen von Rechten und Pflichten (auch: Abgabebelastungen), der bestehende Kapitalstock einer Volkswirtschaft und deren Einbindung in den internationalen Handel und Standortwettbewerb. Umweltpolitik kann aber auch nicht an den Restriktionen ihren Ausgangspunkt nehmen. Es bedarf normativer Orientierungslinien, an denen Abgabenkonzepte gemessen werden können. Die vorliegende Arbeit versucht beiden Ansprüchen gerecht zu werden, um die Möglichkeiten und Konsequenzen einer Umweltpolitik mit Abgaben praxisnah auszuloten. |
