Es wird flankiert durch den Erwerb kommunaler Belegungsrechte im Wohnungsbestand für solche Haushalte, die nicht aufgrund fehlender Mietzahlungsfähigkeit, sondern wegen persönlicher Eigenschaften auf dem Wohnungsmarkt benachteiligt werden. |
