Katastrophen stellen eine Herausforderung für gesellschaftliches Handeln dar. Der Autor zeigt, auf welche Weise die politischen und wissenschaftlichen Strukturen des Deutschen Kaiserreiches dieser Herausforderung begegneten und sich im Sinne des Fortschrittsdenkens zu Nutze machten. Es wird deutlich, dass Naturkatastrophen wie das Jahrhunderthochwasser am Rhein für den jungen Nationalstaat nicht nur ein bedrohliches Risiko darstellten, sondern auch eine Chance für gesellschaftlichen Wandel.
