Wolfgang Blöß behandelt mit der Siedlungsplanung die Schnittstelle zwischen Landaufteilung und Neubauern-Bauprogramm und stellt diese in den historischen Kontext. Er arbeitet den Aufbau der dafür erforderlichen Verwaltungsorganisation im Spannungsverhältnis zwischen Zentrale und Gliedern der SBZ sowie zwischen deutschen und Besatzungsbehörden ebenso heraus wie Diskussion und Erlass der erforderlichen Richtlinien und Weisungen. Diese wurden vom Umgang mit den Gutsanlagen und der Konzeption des geschlossenen Dorfes bestimmt.
Im Fokus steht auch die Arbeit der Planer und Architekten, die sich schwierigsten Bedingungen und einem unerbittlichen Zeitdruck zu stellen hatten. Ihr Arbeitsergebnis, den Dorfbebauungsplan, stellt Blöß vor und führt die in diesem Zusammenhang sicht- und erlebbare, von Widersprüchen geprägte soziale Lage im Dorf vor Augen.
