Die bereits fortgeschrittene rechtliche Einhegung durch den Luftverkehr verursachter CO2-Emissionen steht dabei im Mittelpunkt der Untersuchung. Die zentralen Akteure – die Internationale Zivilluftfahrtorganisation ICAO als Internationale Organisation und die EU als supranationale Organisation sowie daneben das UNFCCC-Regime als Rahmenordnung – schaffen eine plurale Regelungsumgebung.
