Die Arbeit beleuchtet dieses facettenreiche Minderheitenschutzsystem in seiner Gesamtheit – vom österreichisch-italienischen Pariser Vertrag 1946 über den dazu vor der UNO entbrannten Streit bis hin zu den Entwicklungen der letzten Jahre. Als aktuelle Herausforderungen des Schutzsystems wird zudem erstmals analysiert, wer die deutsch- und die ladinischsprachige Minderheit heute in völkerrechtlicher Hinsicht vertreten darf, und wie die zahlreichen Einschränkungen der Autonomie, die das Land nach einer Reform der italienischen Verfassung im Jahr 2001 hinnehmen musste, wieder rückgängig gemacht werden können.
