| Resumo: | At the dawn of the 20th century, with the creation of the González Prada popular universities, the first lights of the commitment of the center of knowledge towards the people were projected, which some time later would be the inspiration for policies that indicated responsibility of the State regarding the quality of life of the less fortunate, pointing out the responsibility of recognizing their human rights as people and guaranteeing their effective compliance. A century later, unfortunately we still discuss responsibility of the State regarding the fundamental right of education and its role as guarantor for its effective compliance. Therefore, it was important to study the responsibility and true obligation of the State with respect to university education and its status of public good. Thus, part of that heritage that is not should resign is to continue considering university education as a public good and reconsider the importance of its incorporation as such in public policies on the matter. |
