Резюме:The book aims to analyze four participatory institutions that seek to include social participation in the foreign policy of Brazil, Argentina, and Uruguay, questioning whether the involvement of civil society through these initiatives can drive change and democratic improvement in the representation of foreign policy. The argument developed throughout the work is that these initiatives challenge the exclusive monopoly of the diplomatic bureaucracy in the formulation of foreign policy related to integration and human rights. However, the type of change and its democratic quality are directly linked to the institutional design adopted by each participatory initiative. In this sense, the most important conclusion of the study is that social participation is not a sufficient condition for the democratization of foreign policy. Participation becomes a factor of democratic change only when it is accompanied by mechanisms of responsiveness and accountability.
