The argument developed throughout the work is that these initiatives challenge the exclusive monopoly of the diplomatic bureaucracy in the formulation of foreign policy related to integration and human rights. However, the type of change and its democratic quality are directly linked to the institutional design adopted by each participatory initiative.
In this sense, the most important conclusion of the study is that social participation is not a sufficient condition for the democratization of foreign policy. Participation becomes a factor of democratic change only when it is accompanied by mechanisms of responsiveness and accountability. |

O argumento desenvolvido ao longo da obra é que as iniciativas tensionam o monopólio exclusivo da burocracia diplomática no processo de produção da política externa de integração e de direitos humanos, mas o tipo de mudança e a sua qualificação democrática, porém, estão diretamente ligadas ao desenho institucional adotado pela iniciativa participativa.
