Sumario:The study addresses digital illiteracy and its impact on social inclusion in Santo Domingo de los Tsáchilas, a province that faces significant challenges in the access and use of technologies, especially in rural areas and among the adult and elderly population, the main problem lies in the digital inequality that persists, which limits the full participation of many citizens in the digital society. The objective of the study was to analyze digital literacy strategies and policies and evaluate their effectiveness in reducing digital illiteracy in the province. A literature review methodology based on recent academic sources and national statistical data was used, complemented by the analysis of specific local data. The results show high levels of digital illiteracy, with 45% in adults and 40% in older adults, in addition to a significant gap between urban and rural areas. The conclusions underline the need to improve technological infrastructure in rural areas, develop specific training programs and promote inclusive policies that reduce digital inequality and favor the social inclusion of all citizens.
