Mit dem ausgehenden 19. Jahrhundert entstand auch innerhalb der Pädagogik, insbesondere durch Bezugnahme auf psychiatrische und juridische Diskurse, eine Debatte um das Normale und das Anormale. Gestützt auf neue verwaltungswissenschaftliche Statistiken entstanden Diskurse und Dispositive, die nicht zuletzt darauf abzielten soziale Abweichungen zu normalisieren.
